Because neither one kind of goes ‘okay, that was a nice long hug, let’s go’. 

No, they hold each other, and do not let go!

Like at the airport in episode 9.

That ‘lost baggage’ picture reminded of the the classic Spongebob Style ‘3 hours later’ (in a french voice). It might as well have said ‘and so they hugged for so long that time passed and everyone else managed to get their luggage, except for Yuuri, for he was holding onto Viktor’ (for a very long time).

‘3 hours later’, again here. The rink has been emptied, the staff are now tidying up, and Viktor and Yuuri are still on the ground holding onto each other. They never let go, this is the “stay close to me” routine in their everyday lives.

Baggage getting left behind and lost? People packing up the world around them? Who cares? They have all they need in each other.
